RPA Services in Dubai: RPA vs AI Automation, and When to Use Each

Prices are estimates. The final price depends on the features and functionality you need.

RPA services in Dubai build software bots that log in, click and type through your systems the way a person does, so repetitive screen work runs without anyone at the keyboard. RPA (robotic process automation) is the right tool when a system has no API, such as an older desktop accounting package or a portal with no integration option. Where the systems do have APIs, a direct integration is cheaper and breaks less, and where the work means reading documents or messages, AI automation is the better fit. Most good projects use a mix of all three.

The short answer

  • RPA copies what a person does on screen. Use it for stable, rule-based steps in systems that offer no API.
  • API integration connects systems directly. When it is available it is cheaper to run and far less fragile than a bot.
  • AI automation reads and decides: invoices, emails, WhatsApp messages, claim photos. RPA cannot read anything that isn't in a fixed place on a screen.
  • A single RPA bot for one stable process typically costs AED 20,000 to 60,000+ to build in Dubai, plus platform licences and upkeep whenever a screen changes.
  • UAE e-invoicing changes the maths: from 1 January 2027 large businesses exchange structured invoices, so a new bot that retypes PDF invoices has a short life.

What RPA actually is

An RPA bot is a recorded and engineered sequence of screen actions: open the application, log in, search for a record, copy a value, paste it into another system, click save, download a report. It follows the same steps every time, at any hour, without typos. It doesn't understand what it is doing; it relies on buttons and fields staying where they were when it was built.

  • Attended bots run on an employee's computer when that person starts them, for example to fill a long form from a spreadsheet while they watch.
  • Unattended bots run on their own on a server or virtual machine, on a schedule or when a file arrives, with nobody logged in.
  • The common platforms are UiPath, Microsoft Power Automate (where RPA is called "desktop flows") and Automation Anywhere. Companies already on Microsoft 365 usually start with Power Automate; UiPath is common in larger, multi-department programmes.

The question to ask about every step in a process is therefore simple: does this system let software talk to it directly? If yes, integrate. If no, and the step is pure rules, a bot is fine. If the step needs someone to read or judge something, that part is AI, and the result is handed to a bot or an integration to enter. Our guide to business process automation in Dubai covers which processes are worth automating first.

RPA vs AI agents: will AI replace RPA?

Not for the work RPA does well. Newer AI agents can operate a screen themselves: you describe the goal and the model works out where to click. That is useful for tasks that vary each time, but it is slower, costs more per run and is less predictable than a bot following fixed steps. For a payroll export that must run identically every night, predictability is the point.

What AI has changed is the boundary. Work that used to be "too messy for RPA", like reading supplier invoices in fifty layouts or sorting customer emails by request type, can now be automated, with an AI step in front and a rule-based step behind it. In practice the best setup is AI for reading and judging, rules for deciding, and an integration or bot for entering the result, with a person reviewing anything the AI isn't sure about. Our AI agent development guide explains where agents fit.

Where RPA still earns its place in a UAE business

  • Older desktop and on-premise systems. Accounting, ERP or inventory software installed years ago, with no API and no budget to replace it yet. A bot moves data in and out until the system is retired.
  • One-off migrations. Moving thousands of records out of an old system that has no export. A bot that runs for two weeks and is then switched off is often the cheapest way out.
  • Portals you have to work in but can't integrate with, such as supplier, insurer or third-party administrator portals where you check statuses or download statements. Check each portal's terms of use first; some prohibit automated access.
  • Repetitive reports. Logging in to several systems each morning, downloading the same reports and combining them into one, which bots do reliably before anyone arrives.
  • Bridging while you modernise. When a new system is planned for next year, a bot can deliver the saving now without building an integration you will throw away.

Where RPA is the wrong answer

  • The system has an API. Most cloud software used in the UAE does, including Zoho, Odoo, HubSpot, Shopify and Microsoft 365. Driving its screens with a bot means paying more for a less reliable result. For simple cloud-to-cloud links, no-code automation tools are cheaper still.
  • The screens or the process change often. Every change to a form or a menu can stop a bot until someone fixes it. Unstable processes should be fixed first, then automated.
  • The step needs reading or judgement. Bots copy values from fixed positions. Invoices, contracts, emails and photos need AI document processing or a person.
  • The login is protected on purpose. UAE PASS, OTPs sent to someone's phone and CAPTCHAs exist to prove a person is present. Don't build bots that work around them or hold someone's personal credentials; use the official integration route or keep that step human.
  • The bot would copy a bad process. Automating five unnecessary approval steps gives you five faster unnecessary steps. Remove steps before automating them.

UAE e-invoicing changes the case for invoice bots

Keying supplier invoices into an accounting system has been one of the classic RPA jobs. In the UAE that job is changing. Under the Ministry of Finance's Electronic Invoicing System, invoices between businesses are exchanged as structured data through Accredited Service Providers rather than as PDFs. The phased timeline makes it mandatory from 1 January 2027 for businesses with revenue of AED 50 million or more, from 1 July 2027 for smaller businesses, and from 1 October 2027 for government entities.

Once your suppliers send e-invoices, the data can flow from your service provider into your accounting system through an integration, with no screen in between. A bot built today to retype PDF invoices may have a working life of months. Paper and PDF invoices from overseas suppliers or excluded transactions will still need handling, and that part is better done with AI extraction than with a bot.

What RPA costs in Dubai

There are two parts: the platform licence, which you pay the vendor, and the build, which you pay whoever designs and maintains the bot. Licence list prices at the time of writing:

Upkeep is the line most quotes leave out. Every time a vendor updates a screen, a bot may need fixing, so ask who watches the bots, how fast failures are noticed and what a fix costs. Compare the total with the hours the process takes today: a task that takes one employee two hours a day is roughly a quarter of a salary, which is the number the automation has to beat.

Five questions to decide which tool fits

  1. 1Does every system involved have an API or an official integration? If yes, integrate and skip RPA.
  2. 2Is the input structured? Values in fixed fields suit rules. Documents, emails and messages need an AI step.
  3. 3How often do the screens and the process change? More than a few times a year makes a bot expensive to keep alive.
  4. 4How many times a day does it run? High volume favours integration; low volume on a closed system favours a bot.
  5. 5Is the system being replaced soon? Then a bot is a sensible bridge, and a custom integration probably isn't.

How we work on RPA and automation projects

We start by walking through the process with the people who do it and listing every system it touches. For each step we check for an API first, use AI where something has to be read or judged, and use a bot only for the steps that have no other way in. Every automation logs what it did, alerts someone when it fails, and routes exceptions to a person rather than guessing. We work with companies across Dubai, Abu Dhabi and the northern emirates from our base in Ajman Free Zone.

Frequently asked questions

What are RPA services?

RPA services cover designing, building, running and maintaining software bots that operate other applications through their screens, the way a person would: logging in, copying data between systems, filling forms and downloading reports. A good RPA provider also tells you when an integration or AI automation would be the better tool.

What is the difference between RPA and AI automation?

RPA follows fixed steps on screens and can only handle structured data in predictable places. AI automation reads and interprets unstructured input such as invoices, emails, WhatsApp messages and photos, then extracts or classifies what matters. Many processes need both: AI to read, and an integration or bot to enter the result.

Will AI agents replace RPA?

Not for stable, high-volume, rule-based work, where a bot's predictability and low cost per run are the point. AI agents that operate screens suit tasks that vary each time. What AI has replaced is the old limit on RPA: messy inputs like documents and emails can now be automated with an AI step in front.

How much do RPA services cost in Dubai?

A single RPA bot for one stable process typically costs AED 20,000 to 60,000+ to build, plus platform licences (Microsoft lists an unattended Power Automate bot at USD 150 a month) and upkeep of roughly AED 1,500 to 5,000+ per bot per month. An API integration between two systems is usually cheaper, at AED 8,000 to 25,000+. Prices are estimates. The final price depends on the features and functionality you need.

Which RPA tool is best, UiPath or Power Automate?

Power Automate is usually the practical choice for companies already on Microsoft 365, because the licences and accounts are already there. UiPath is stronger for large programmes with many bots and departments. The choice matters less than first checking whether the step needs RPA at all.

Can RPA be used with government or bank portals in the UAE?

Only where the portal's terms allow automated access, and never by working around security such as UAE PASS logins, OTPs or CAPTCHAs, which exist to confirm a person is present. Where a bank or authority offers an official API or integration, use that instead; otherwise keep the protected steps human and automate the work around them.

Do you offer RPA services across the UAE?

Yes. HashCode builds RPA bots, integrations and AI automation for businesses in Dubai, Abu Dhabi, Sharjah and Ajman, choosing the tool step by step rather than starting from a platform.
